Official Plan
Annual Reports are filed with the Lucas County Court of Common Please each year, by ORC6101. Copies of the Annual Reports may be downloaded as PDF images from the following links:
Section 6101.13 of the Ohio Revised Code (ORC) requires the creation of a Plan for Improvements or “Official Plan” for the District. The Board of Directors adopted the Official Plan submitted to the Court of Common Pleas on July 8, 2024. The Court approved the Official Plan in accordance with ORC 6101.13 on August 28, 2024.
A PDF copy of the Official Plan, as approved by the Conservancy Court, may be downloaded here. A hard copy of the Official Plan is available for review at the Jerusalem Township Hall or by contacting the Secretary at cschmitz@rbhfcd.org.

Emergency Action Plan
Operation & Maintenance Manual
The District has developed an Emergency Action Plan (EAP) in collaboration with the Jerusalem Township Fire Department, Township Trustees, and Lucas County Emergency Management Agency (EMA) by FEMA’s National Incident Management System (NIMS). The EPA is considered a “living document” and will be amended and updated on at least an annual basis and as required. A PDF copy of the current EAP may be downloaded by clicking here.
Following completion of the USACE Project Levee in 1993, the Army Corps of Engineers provided a formal Operation & Maintenance Manual for the long-term maintenance and protection of the flood mitigation levee along the shoreline of Lake Erie from the Coolie Canal to the Wards Canal.
